Look over the vice and drug dealing complaint form. You can send this in without putting your name anywhere on it.
Also concider becoming a member of the Watch. It costs nothing, it helps better the neighborhood, and helps uild a stronger community that will refuse to be held hostage by these thugs, low lifes, and criminals.

The owner of 60 Franklin St is more then aware of the gun and drug problems but refuses to take any actions i guess receiving his rent money is more important then the safety of the community and other tenants living in the building.

It is important to gather time/date details, descriptions. This is exactly the kind of stuff Nuisance Abatement is directed at.
But for sure, a "gun fired" report will bring the police and reasonable cause to enter. The details are very important.

Drugs, guns, people in and out, cars stopping by, etc. and let us not forget dogs (unleashed) running back & forth about this house and also on the streets. What else needs to be said? ?

Drugs: a little more information: describe more what looks to be a drug transaction, discuss the time, the numbers.
Guns: you think you see a gun, that is an immediate call to police.
If you are unfortunate enough to be close to this location and have to witness the stuff, then the opportunity also falls to you and maybe a whole lot of other people, to call the incident in to the police.
Each time a call is made, it is recorded: time, place, details. That information surely instructs the police to pay closer attention to that location.
The city assessor will very kindly give you the name and address of the owner of 60 Franklin and that could be posted here so other people could write directly to the owner, their neighbor, to express their concerns.
