A closer inspection of the three itself indicates that it may not be rot that broke the tree limb off. The tree may have been struck by lightning. What I thought was rot, turned out to be charred bark that begins at the break in the tree limb and goes all the way down to the ground along the street side of the tree. Where the lightening may have struck, the tree has lost from 1/4 to 1/3 of its central trunk and its top half may be highly unstable during subsequent storms.

Thank you for the service provided. I moved out of the house in May 2020 so I didn't get the notification of wanting to replace the tree or not. That is for the new owner to decide. He may or may not want to replace it as it looks kind of bare in the front yard area.
