The area behind my house is suppose to be taking care of either the City or Craig Authier (the developer). The grass is so tall ( way over knee length. The retention pond area is not being taken care of either. I have tics in my pool on a windy day.

Check with flood control this was not accepted by the City do to improper installation of the fence and slope location for maintenance.
I would say that it is the responsibility of the developer.
