How do you know they didn’t pull a permit? How are they your neighbor? 1st you said you lived in Somers, then you said you lived on Taylor Rd. Now South Rd? How do you know that the contractor was not licensed? Sounds like your a great neighbor. Probably were over their house having a beer with them and went right home to report them.
