I looked at the following signal timing information, specifically, maximum green times, for the subject traffic signal (Marsh Road at Scott/Rolison):
Weekdays, 6:45 a.m. - 9:30 a.m.
EBTh - 49 sec, WBTh - 66 sec, NB Scott - 41 sec, SB Rolison - 43 sec
Weekdays, 2:00 p.m. - 7:00 p.m.
EBTh - 37 sec, WBTh - 37 sec, NB Scott - 41 sec, SB Rolison - 43 sec

During these times, traffic signals on Marsh Road run in coordination and consequently, EBTh and WBTh phases do not gap out and also get the unused green times from the other phases. The other phases gap out or do not use all their allocated green times if the demand for these green times are not there.

Weekdays, outside abovementioned hours, and on weekends
EBTh - 40 sec, WB Th - 40 sec, NB Scott - 30 sec, SB Rolison - 35 sec

The traffic signal is running free and consequently, all phases gap out if demand is not there.

From the above information, the NB and SB phases should get more than 15 seconds of green. From our traffic signal workstation here in my office, I could see right now (2:49 p.m.) that the NB and SB phases were indeed getting more than 15 seconds of green time.

At 7:30am this morning traffic was again backed up from the intersection onto Hoover St and Rollison,
When I finally got onto Rollison and saw the first car take off from that intersection I counted 15sec before the light again turned red.
I will be happy to shoot a quick video if the issue continues, but with all due respect I can tell you that the NB/SB light at Rollison/Scott did not stay green for 41 - 43 seconds, if it had I would not be reporting the issue, or I would consider the issue resolved.

The situation with Rolison/Marsh is unique because it bends at the yield controlled intersection, where cars tend to slow down before making the turn to the straight portion and then onto Marsh Road. Our video detection cameras can only be aimed at the straight portion only, where the video detection zones are drawn. The detection zones extend the green time. I have programmed the signal such that the detection zones be occupied for 6 seconds to continuously extend the green time. If not occupied within 6 seconds, the signal gaps out, turns yellow and then red. The typical gap timer is 3 seconds. I thought that 6 seconds is plenty for a vehicle to reach the detection zone from the yield limit line. Please go ahead and send me a quick video of what is taking out place there. The Rolison signal phase does not have anything to do with the Scott phase. They are independent of each other with separate phases and separate detection zones.

I will try to take a video asap I was already late for work this morning so I couldn't today.
Also there is another ticket Issue ID: 5981376, this morning when I got onto rollison waiting for the green light to turn left onto Marsh then 101 I waited for the light but it went through 2 cycles of EB/WB traffic never activating the SB green light, this intersection is really problematic and needs to be fixed.

So I was sitting in then line of cars to get on to marsh and the light turned green for the SB light at scott and marsh, stayed green for approximately 10 seconds, then skipped the next phase.
I wound up going down marsh rd to florence and making a u turn.
Can you guys send someone to check this?

I went this morning (6/18/19 - 8:50 a.m.) to check out the traffic signal as per your request. I observed the traffic signal between 8:50 a.m. and 9:30 a.m. and the signal was operating correctly for Marsh Road at Rolison. It was not skipping cycles and it was extending the green as it was supposed to. Can you let me know what time you come to work so I can observe the signal at that time? I took one video of what was typically happening for Marsh at Rolison signal phase during the time that I was at the intersection. I can mail it directly to your e-mail.

I was near the intersection today (6/19) from 7:20 a.m. to 7:50 a.m. to observe the signal operation. The signal was operating correctly for Marsh Road at Rolison. It was not skipping cycles and extending green. I took a couple of videos showing that the signal was operating correctly.

So this morning when I got to the signal around 730 it seemed to function correctly.
I was ready to take a video but everything seemed to work better this morning.

I will continue to monitor this intersection. I did not do anything new from the last time I made the change to increase the gap timer. So, please let me know ASAP if the issues that you previously described happen again. No need to take a video. Thanks.

Our contractor indicated to me that the camera pointing at this approach had been cleaned. Did this address the issue of this approach not getting enough green time to allow the queued traffic to go through this intersection in the morning?
