This is so bad. No photo. Can't answer any pertinent questions. No tell-tale signs of a stolen vehicle. This should be left alone until the poster can provide more detail. having someone's car towed from a public space just because you don't like that it is parked there is wack. there is no telling what kind of hardship removing this car is going to cause.
