Why should there be?, I understand the frustration of waiting for Saybrook Road to open, if people would actually read the sign that leads ups to Wall St on Saybrook Road that says 'Don't block lane..." then it would be better but no left turn sign is not the answer!!
I turn left at that intersection every single week day on my way to work, and 90% of the time people are blocking the intersection' obviously deciding to ignore the sign that states very plainly: DO NOT BLOCK INTERSECTION
No the sign clearly says do not block intersection for a reason, and if there's some blocking the intersection that causes this to be a safety hazard it is their fault for lacking the intelligence to read and follow this sign.
People need to READ AND FOLLOW THE SIGNS. There are 2 lanes on Saybrook Road and BOTH GO STRAIGHT, but for some unknown reason, very few people use the left lane on Saybrook Road to go straight. This causes traffic to back up in the right lane. Because the traffic in the right lane is backed up, people become impatient and disregard the sign before Wall Street stating DO NOT BLOCK INTERSECTION. I think if more people would use the left lane to drive straight, and if people would stop blocking Wall Street, the traffic problem would improve.

A "No Left Turn Sign" is not the answer.
