I don't think this is a code violation. You don't know if it runs. It appears to be not on grass. The only thing that may shake out is a tag that is expired, that would be a violation.

It doesn’t even need to be registered. It’s on private property.

Stored in front of the house it has to have a current tag and be operable. If it is on the side or rear yard or in a garage it does not.

The vehicle appears to be up on jack stands. not sure why it would be up on jack stands if it was operable. it is not on grass because this yard has no grass.

Scooter it it isn’t driven much you would want it up on jacks so the tires don’t dry rot where they are on the ground. I am not saying that this is what is going on here. I am merely saying that that is one reason why someone might jack up a car that is operable
