I was told that anything in the easement behind your house AND the area surrounding your house, is the homeowner's responsibility to take care of. I have trees in the back that are intertwined with power lines but Duke Energy said they won't help either so we'll see how that plays out when a hurricane or even a strong storm blows through. Good luck getting help with this and I hope they make an exception and help you out as tree work is expensive.
