Um, welcome to the southeastern U.S. The cockroaches you are seeing are likely wood cockroaches (palmetto bugs), and they live outdoors in damp areas. They are everywhere, even when you can't see them. It has nothing to do with "infested houses/basements" because they like to live in sewers and other nice moist areas. There really isn't much you can do about them short of dumping pesticides everywhere, and I don't think that is really necessary, since they typically get out of your way as you walk along.

As for the mosquitoes, check your yard/property for anything that catches water. Mosquitoes lay their eggs in standing water, and it doesn't take long for a puddle or a flower pot to become a breeding ground if left for a couple of days. I am from south Florida, and the county did spray for mosquitoes if there were enough complaints because they are almost year-round there, but here it is generally up to the property owner to hire a spray service for their property unless there is a nuisance property causing the problem. @Jo, good point about the bug sprays affecting other insects. Didn't take that into consideration as I also do not want to harm local wildlife/other insects.

@Dee Thanks for the suggestions on dealing with mosquitoes. Doesn't seem to be any obvious standing water around my property, however, due to them being out in force after it rains I may be overlooking an area. Thanks for the link as well.

This is being referred to the Parks & Recreation Department. When they have responded, an update will be posted.

Staff walked the area in question and didn’t see any visual public nuisance issues nor did he observe any mosquitoes or roaches. This has been an unusually wet summer and I am sure that there are more pockets of water in areas that are not typical for this time of the year that would breed mosquitoes. The City doesn’t spray for mosquitoes or other insects in the public right of way.
