To ensure proper measurement of the bike lane, Traffic department personnel measured from the centerline of the road to the the outer line of the bike lane and this determined where the lane was marked. Before this is painted in 2020, we will reaffirm that the positioning of this lane is correct.

That is how you measure the width of a shoulder, not a bike lane. Using this method means that the bike lane is whatever is left over, not a specific measurement. Per NACTO, which the City has adopted as a standard, bike lanes are to be a minimum of 4 feet wide, with a preferred width of 5 feet.
