Call the Police. Regardless of the time .... you are; by law, entitled to quiet enjoyment of your personal space. If these people are infringing on your right to that quiet enjoyment call the police. There is not much that by-law enforcement can do because it's a policing matter. If you need legal reference and you wish to give documentation to your neighbour as a warning please respond with a comment and I'll point you in the right directions.
