There is a homeless couple living in the park and storing there belongings all throughout the day near the corner of Willet and State Streets. it is right across the street from 20 Willet. The couple use the park as their bathroom at night and have a permanent camp.

Yes, they need housing. There are social services orgs- maybe you've seen the HAC Van in the park? They offer services and will bring people to a shelter, but they can't force someone off the street. It may take a coordinated effort by APD and DGS working with available services to move them.
In the short term, can DGS trim the overgrown bushes? That's what happened with the bushes in the park over by N. Scotland.
