It should be safe for pedestrians to cross with the green light. If not, signs saying "STATE LAW: Turning vehicles must yield to pedestrians" should be installed on the telephone pole at the southwest corner.
This is a big problem for pedestrians. The only traffic lights are hanging high in the middle of the intersection, with no lights at the corner at an angle clearly visible to pedestrians. It's very difficult to even see the traffic light from the corner and know whether you're supposed to cross or not.
Why is there no pedestrian signal here? It makes absolutely no sense. Every intersection on Chapel from State St. up to York St. has a crosswalk signal except this one. There are businesses on each side of Chapel at this intersection and pedestrians have to cross Chapel all of the time. The crosswalk at York Street, one block down, was just redone but this intersection does not even have a signal.

Another near miss (crash would have resulted in immediate death of pedestrian) was observed here last week.
Visibility at this intersection is horrendous, a signal and other traffic calming are needed before more people are injured here.
