The Town doesn't have much say to how a parking lot installed decades ago is utilized. The size and placement is all dictated when a developer obtains a zoning & building permit. However I am curious about your sidewalk idea in the village district.
Enfield has been making substantial infrastructure commitments both in tax money, and borrowing for roads over the last 20 years and the needs have mounted quicker than the available post of capital...
Sidewalks have been part of many of these projects... In Thompsonville, though, there is also potential for zoning regulation reform going on too... Streetscape improvement plans or the potential to examine sidewalk widths, etc are the types of things that will result..
Enfield - comparatively speaking, is emerging from the recession in fairly decent shape from a vacancy rate, building activity, and job-growth perspective.
Growing a business climate favorable to small-scale retail involves much more than good looking sidewalks-- but the business "environment" does play a role....
