Well, you seem to have an awful lot of time on your hands, so maybe the best solution is for you to drive around and report trash piles to Republic. If residents and homeowners would simply live up to their responsibility as citizens, this would not be an issue. Unfortunately, Utopia does not exist. Therefore, we find ourselves having to to manage such issues as a community.
Republic does a fine job. Adding an unnecessary additional task to the work crews' burdens would, at the very least, slow down pickups. It would also cause redundancies in the system (e.g. Republic crews reporting pickups being needed when they have already been put on the schedule, etc.).
Your "solution" isn't very well thought-out.
