The city's officials need to hold the owners responsible for maintaining their property clean. I have suggested fining the owners to deter the behavior. In around my area, I have noticed a lot of debris in the yard as well. Something needs to get done as it will get worse. I suggested having a referendum in the upcoming local election.

I agree with heavy fines, IF they pay them. But what's the consequence if they don't?

One suggestion is a lien against the property. Of course, city officials has other tools available.
