You yourself need to call Code Enforcement. (510) 238-3381. You don't need to give your name but take note of the case number they give you - you will need it to follow up in a few weeks. First an inspector is sent to confirm the problem. Then a letter is sent to the property owner who has 30 days to correct the problem. You may be "on hold" for a little while when you call, but be patient, the agents are quite nice. Office hours are 8 AM - 4 PM Mon., Tues., Thurs., Fri. Weds. 9:30 AM - 4 PM
By the way, those chairs sitting outside the fence should be a separate request as "Illegal Dumping".

Generally it takes about 6 weeks, 1 phone call, if the property owner co-operates. 6 weeks is nothing in the long run. But if you complain, you have to step up and stay on it.
