答 throughout neighborhood CoH posted no parking signage with yellow caution tape for the 4th of July. over the weekend, the signs were removed but Hemphill and State Streets have hundreds of feet of caution tape still hanging. this is done every year. people gradually tear some down and it litters the streets and waterways please pick it up and dispose properly.
