  Why are these victims of civil society and very poor life choices not taking advantage of the unsheltered navigation centers, the numerous shelters, cabins and tuff shed programs. All of the ones I have contact with have taxpayer funded smart phones. There never seem to what to call 211 to help or do they like it when I call 211 and send in social services. One gets the impression they really do not what any help other than lots of our cash for there numerous bad habits.
