staying green on Druid road with no cars and the arrows come up with no one there either. Road torn up on east side for construction.

It is very likely, if there's street construction there, that they tore up the old traffic sensors, but did not disable them in the controller programming, so since they are missing, the controller falls back into safe mode -- running unshortened cycles, and not skipping turn arrows, since it cannot tell if there are cars that need them or not.
I know that doesn't *sound* like a feature, but that's only cause you're not turning left. :-)
