First, the large sign they posted on the Mall last spring was [a] facing the wrong way on a one-way street, such that no one could read it, and [b] contained so much jargon and gibberish that even a well-educated, concerned citizen had no idea what it was trying to convey.
Second, no one made any effort to educate the neighborhood about the bioswales' purpose. If my wife hadn't walked over to the work crew and asked them what they were doing, we would still be wondering why they were installed. (They capture pollutants in the run-off from the streets and re-direct them into the ground instead of letting them flow into the Sound.)
