This alley is not paved. If you would like to have the alley paved, you and your neighbors may join into a Special Assessment District (S.A.D.) to have the alley paved by the City. If a majority of residents in a specific area agree to join, a S.A.D. will be created and funded by the residents affected by the improvements, in this case a paved alley. This alley is paved! The City continues to lay gravel so at first glance it does not look like a paved alley, but if you send an engineer out to inspect the site, you will see that this is a paved alley.

The City came out this morning to fill the holes with gravel and leveled the service, thank you for arranging this, but after the rain today this has already been washed away. Again, this is a paved alley that needs repaving by the City.
