Why wouldn't you walk in the street, facing traffic like the law says you are supposed to?

what a waste of city resources!

Stee911 w/o knowing which way the individual is walking, north or south, they very well could have been walking against traffic. Still doesn't give the individual a right to trespass as they see fit. If it is a legitimate emergency and one not created by the individual, taking cover on the property, on occasion, would not be deemed trespass as long as the person left immediately after the threat had passed.

Long way of saying. . . stay off people's property!
