Not true at all, at least two of my friends have gotten tickets on Starr Street and the police are seen around Reeves Park on occasion (especially in the morning). The real question is, why is the speed limit 25 mph on this street? It is wide and the houses sit back off of the street. It's no different than Nutt Road between Starr and Whitehorse and the speed limit there is 45 mph. Go figure.
The reason being Starr Street belongs to the State (Route 29) and should be 35 MPH, but since it is withing the Borough limits a deal with the Borough let the Borough put a 25 MPH limit on the road.
Nutt Road east of Starr is a State road (Route 23) and is not in the Borough of Phoenixville. It is in Schuylkill Township and they seem satisfied with letting the State control the speed limit.
Realize I am very late to this post, but you are all VERY wrong about the Starr St. speed limits. How do you expect residents who live in the neighborhoods on the east side of Starr to merge into morning rush hour traffic from 0mph when drivers are doing 40mph? There are no other outlets in my neighborhood other than Starr St. and I am sick of passers through speeding and riding my @#$% when I try to merge onto the street.
