Once again the weeds are up as tall as the house - see right side of house shown in photo. This house has trash all over the yard and is a blight. After numerous reports the weeds are still over grown and trash is all over the site. No more passes - fine them daily for making us all see this daily. It’s ridiculous this is going on in Roswell after many people have reported it for several months.

We apologize for the confusion on this complaint. After further investigation, the correct address is 9940 Hightower Rd. The compliance statement was made on 9795 Hightower Road, which is pinned as the location of violation. The property at 9940 Hightower Road has active permits for land disturbance and building permits to demolish and construct a new home. A site inspector for the Engineering division will be addressing and making sure this property remains compliance throughout the active permit.

have any notices been given to this property owner who has consistently ignored Roswell city codes and left this house with Trash everywhere and abandoned for almost a year?

The Land Disturbance Permit has been issued, and land disturbance onsite has been authorized. The permit to demolish the existing building will be issued shortly. Since this is an active construction site, the code requirements for property maintenance such as mowing do not apply. The site inspector will work with the contractor to make sure all applicable code requirements are complied with during construction.

Explanation needs to be made for why this was never addressed for over a month and then the property owners were allowed a permit without doing anything! As well as why no follow up was given when I followed up and asked for it several weeks ago.

Thank you for your continued concerns about 9940 Hightower Road. Do to the amount of confusion the following summary of events is provided:
7/31/19 – compliant was logged against 9795 Hightower Road regarding property maintenance
8/1/19 – complaint was assigned to a Code Enforcement Officer for investigation
8/2/19 – Code Enforcement Officer investigation found 9795 Hightower Road to be in code compliance
8/5/19 – complaint logged again about 9795 Hightower Road regarding property maintenance; using the photos provided on 8/5/19 and reviewing the original photo posted 7/31/19, staff determined that the complaint should be against 9940 Hightower Road.
History of permit application activity for 9940 Hightower Road:
6/18/19 – Land Disturbance Permit approved and issued for demolition of existing house
6/26/19 – Preconstruction meeting held between City staff and contractor; this meeting authorizes construction activities to commence on the property, authorizes the contractor to begin installation of erosion control measures on the property, and classifies the property as an active construction site. At this time, the property maintenance portion of the City Code would be largely limited to safety related issues.
9/3/19 – installation of erosion control measures passes inspection
9/6/19 – building permit for demolition of the existing house is issued
9/9/19 – City staff visited site at 4:00 pm and verify that active construction activities are underway. Tree removal activities are observed, but observations of trash were made.
Since this is an active construction project the maintenance of weeds and grass do not apply. The site inspector will make sure that a dumpster for trash and construction debris is on site.

6/13/19 - See click Fix issue on the same trash and grass not being cut (https://seeclickfix.com/web_portal/MajCrUMT9rXWAx1Q4VRfZQAC/issues/5961078) This is over 3 months ago! No action taken by city even though a Land Disturbance Permit had not been issued.
When bringing this lack of follow up at the next city meeting - we will request other past complaints on this property, because there were prior complaints even before 6/13 that are missing from the "summary" above.

The intent of the summary provided was to specifically address SeeClickFix item #6388030 and did not include previous reports made via SeeClickFix. The City does have a history of reports filed by Code Enforcement staff in the City’s Complaint/Violation system and are aware of the prior issues reported on the property.
Staff in Community Development would be happy to discuss this property, the history of concerns raised by area citizens, as well as the process utilized by Code Enforcement.
