The overlay done on the streets in Oakland looks horrible! It looks like they didn't roll it after it was poured. The worst I've seen, so far is the 400 block of Freeman. These pictures show the 300 block of Scotland where they completely covered the cement gutters, including covering part of the storm drain grate. They left a dip next to the concrete alley behind the Pizza Parlor, so water stands in it. The third picture shows how the surface isn't smooth. It's in the 300 block of Wilson, where they didn't cover the gutters, but it looks so sloppy. I can't believe the city hired someone who does such shoddy work. Seward Avenue shows how good it can be. I can't stress enough how completely horrible the side streets look! Please go look at Freeman between Division and Seward. It makes me sick to see how completely awful it is!

The majority of streets in the Oakland area are receiving a surface preservation treatment (micro-surfacing) this year and not an asphalt overlay. One of the misconceptions on micro-surfacing is that it should look just like a new asphalt roadway and rolled in by a roller and smooth. This is not the case – this is a surface preservation treatment that has a more textured appearance initially but will smooth out with traffic. There are streets where the contractor does the majority of the lane width using their machine and then returns to handwork sections the machine couldn’t reach or that may have been inadvertently missed (it may be several days before they come back to a specific location). They will also handwork tie-ins to driveways as needed. If material from the sealing process is left in yards, it will be cleaned up by the contractor.
As with any city project, the project is not complete until we (the city) says it is. The city’s contractor, Vance Brothers, understands this and we will work with them (as we did last year) to correct issues prior to acceptance.
