Nothing was done about this either. I have the same issue with dumping on the hillside from the upper alley as 812 W 29th St (my neighbor).

5/7/2014 - Service Review: Currently still under review by the City of Richmond government – follow up being conducted for updated information - this Alley Repair (20020891379) team has recently changed from Leaf Program back to alleys and they had equipment in the shop for repair that should be out soon - sent a reminder to this Mgmt team about the concerns here for Laura and Jan - pending action – rtt

Request has been forwarded to The Department of Public Works for further investigation. The request has been placed in the system for alley repairs. I called the mayor's office about 2 months ago. Talked with someone who said the person in charge would come inspect the situation that afternoon or the next day and they would get back to me. I have heard nothing since.
I do not feel that sufficient progress has been made to leave this issue closed. Please reopen.

It has now been a year (May 2014) since new gravel and filling the ruts in the alley was requested. It is difficult to understand how this is being "put off and ignored by the City" with responses that the Crew is busy with snow removal and leaf pickup (when there was no snow and leaves are gone) and now that there is a 2 to 3 year back up for alley repairs. Please explain.
