I don't think so, in past summers they have worked fine. If you look at the bowl where the water spills out, it's only supposed to pour out of the troughs and not all the way around.

In my 3 years I have always see water outside of the base.. I believe there is a drain as well next to them but they can be clogged.

This request will be closed, but if it happens again throughout the spring and summer, put in a new request but under a different queue besides "Other".
