There are City noise ordinances to prevent noise pollution. See the attachment. Problem is, neither the City or private lawn services or the good neighbors who hire these people control their contractors. Not enough people complain in a very vocal way about it.

It is recognized that people have a right to and should be ensured an environment free from excessive sound and vibration that may jeopardize their health or safety or welfare or degrade the quality of life. This chapter is enacted to protect, preserve and promote the health, safety, welfare and quality of life for the citizens of Bridgeport through the reasonable reduction, control and prevention of noise.

Is this a city crew that starts at 6:30am? Or a private contractor starting at 6:30am? Dubious on both counts.
8.80.020 - Definitions
"Day-time hours" means the hours between seven a.m. and six p.m. Monday through Friday, and the hours between nine a.m. through six p.m. on Saturday and Sunday.

Blackrock community residents fancy themselves as being forward looking and activists...so why not get a groundswell for change like some Califoinia Communities an and ban commercial gas leaf blowers, oversize riding mowers that drive like go carts all over tiny yards and blow spent fossil fuels into Ozone... Bag those cuttings... IDIOTS! And you wouldn't need leaf blowers and only a rekes from time to time.
