The parking side of Pearl to Oakland Streets keeps forming huge flood puddle and to access your vehicle parked on the street you must step in the flooded puddle there is no other option.
(I have two photographs this one and another from the bigger rain storm which caused bigger flooded street.)
I would suggest you tilt the pavement for water to flow to the opposite side of the street since there is no parking on the odd side and that would fix the problem.
