Do Google Street View on Carrol Avenue where it crosses Sligo Creek and you'll see the lights on.
I was riding my bicycle yesterday (12/23/10) by there and the street lights were on in full daylight at 11 AM and later at 2 PM.
Next time I'm in the neighborhood, I'll take my camera and take pictures to post.

The system says it will take 5 business days to resolve - meaning that it should be resolved by 1/5/11, even allowing for the holidays. We'll see.

Note: There are 8 lights that are always on on this bridge.
The county 311 ticket 136903742 was closed. I spoke with someone at the county's 311 number and she said this has been entered into the county's DOT database at 240-777-2190 and assigned to "cartep".

Darly Braithwaite of the Takoma Park Department of Public Works told me that the Maryland Department of Transportation, State Highway Administration is responsible for the bridge and its lights. Within the MD DOT SHA, Rick Divelbiss is responsible for the bridge lights. When I called him on Monday, January 3, 2011, he said that he would send a crew to the bridge the next day. When I looked at the lights during the day on Wednesday, 1/5/11, they were off! I was there Sunday night, 1/9/11 and indeed the lights were on!
Mr. Divelbiss was true to his word; the lighting controls are working as they should and this case can be closed.
In other respects, this bridge has seen better days as some of the concrete is broken, but that is another issue.

The comment below is redundant (it was posted 2 months ago - see below) and incorrect (these lights are the responsibility of the Maryland State Highway Administration SHA not Montgomery County), as I posted yesterday.
Also, I opened a ticket on this issue with Montgomery County through their 311 facility. I got the impression that I was registering the issue for resolution. However, the ticket was immediately closed without anyone taking any effective action, such as directly referring the issue to the SHA. In other words, the 311 facility was, in this case, less than useless.
