I am tired of seeing CalTrans saying the issue is closed and City of Oakland doing nothing about this. What is it going to take to clean this up!?

To reduce the City's street and sidewalk garbage problem, the City needs to coordinate with CalTrans (and perhaps the Governor, who seems to take an interest in Oakland) to come up with some bucks to close down the nearby semi-permanent homeless encampments in 5 - 10 tents on the hill under the underpass where the Webster Tube goes underground towards Alameda. So long as those "inside the fence"/CalTrans domain homeless encampments exist, there will be lots of people who "walk to work" on each of the nearby corners of the City streets where they dump trash, etc. on the sidewalks and streets which then becomes a City problem.

The question to me is why do we keep having to raise this issue for this area? It should come as no surprise to the City or to Caltrans that this is a known hotspot. Bandaids aren't going to fix this and a competent long term solution is needed. People who are paying A LOT in property taxes shouldn't have to take the time to report this every few days on a website... The City of Oakland and Caltrans should have an interest in keeping one of the gateways to Jack London Square clean.

What agencies were responsible for renovating the 40th Street underpass at the MacArthur BART station (neon light sculptures, etc), or for painting the giraffes on the freeway support columns beneath the 580 where it crosses over Oakland Ave. and Harrison Street?

A similar solution seems to be in order for Broadway, where the 880 overpass presents a barrier to the potential continuity of development and activity flowing between Uptown and Jack London Square.

The freeway undercrossing is currently dark and intimidating, and that won't be changed merely by more police raids on the nearby homeless encampments.

What's needed is a complete makeover that transforms the appearance of the undercrossing so that it ceases to be an unsightly barrier to the flourishing of Downtown Oakland; such a makeover has the potential to enhance property values and commerce over a large area where that freeway crossing has long been a blight and an eyesore!

Such a change is long overdue, and a small investment in it has the potential to generate enormous value for the entire city.
