Contrary to popular opinion—and current practice—it is the abutting property owner’s responsibility to have sidewalks repaired OR to enter an agreement with the city to pay 50% of the cost. See New Haven, Connecticut, Code of Ordinances >> TITLE III - CODE OF GENERAL ORDINANCES >> Chapter 27 - STREETS, SIDEWALKS AND PUBLIC WAYS >> ARTICLE IV. - CONSTRUCTION, MAINTENANCE, AND DEDICATION OF STREETS AND SIDEWALKS >>Sec. 27-102. TO Sec. 27-104. Some excerpts: “After due notice is given to an abutting property owner to repair a structurally defective sidewalk, the director of the department of public works is authorized to cause such repairs to be made…The cost of the laying of any such sidewalk and the making of such repairs shall become a lien upon such property…Notwithstanding the above section, the director of the department of public works is authorized to enter into a written agreement on behalf of the city with the owner/occupant(s) of residential property having no more than six (6) dwelling units, to repair any portion of, or an entire, structurally defective sidewalk abutting the property. ANSWER: our one-party political system has caused our Board of Aldermen to morph from a system of governance into a system of patronage.
