The city of Plano either needs to drive out and see the REAL problem or find someone who can.
Start at northbound Hwy 121 service raod at Spring Creek and take the service road all the way to Coit and explain why the drivers on the service road every a red light at every traffic signal.

This issue was recently addressed and is part of the area that was reviewed by Transportation Engineering. I will repost the information that was provided by Lloyd Neal, Transportation Engineering Manager:
The current construction of the direct connector ramps for the Dallas North Tollway makes providing for nonstop traffic flow on the 121 frontage roads problematic. Although the frequently changing construction phases are short in nature they often produce traffic congestion, delay, and the extra stops that you reported. The construction contractor is aware of these impacts and strives to minimize these disruptions.
In response to this inquiry, our traffic signal engineers reviewed traffic flow conditions and made adjustments to signal timing that improved traffic flow for 121 frontage road traffic.

I drove the route yesterday. Starting in the Colony. I hit a red light at Legacy, again at next traffic signal (Parkwood?), again at Preston, and again at Hilcrest.
I'd be more than happy to take the city's traffic engineer for a drive and show them the problem they can't seem to see.
If the intention is ti intentionally mistime the traffic signals all in hopes of forcing more people on the tollroad, then just state it and I'll stop opening tickets and instead lodge a complaint with the federal gov't Department of Transportation.
The explanation below referring to the construction is irrelevant. The problem existed BEFORE any of the construction started and its been the same old problem - the traffic signals are not timed properly.
