Description

Pipers Meadow HOA ("PMHOA") is in violation of Pinellas County Ordinance 58-300: … excessive growth or accumulation of weeds and similar plant material … or breeding place for snakes, rats, rodents and other vermin of like similar character … (emphasis added). Additionally, PMHOA is also in violation of Pinellas County Ordinance 58-304: … or permit the untended growth or excessive accumulation of weeds or other plant material on any property situate in the unincorporated area of the county … (emphasis added).

I have emailed PMHOA (on August 5, 2019) regarding the overgrown brush, which does breed the 'vermin' listed in Pinellas County Ordinance 58-300, and which has invaded my property, but PMHOA has not responded. I have witnessed rats, snakes, and other similar creatures on my property, and I must state that I have three (3) minors living on the property, the youngest is nineteen (19) months old. Within the last sixty (60) days, a thunderstorm caused a deceased pine tree to fall into my yard, with oversized red 'army' ants, and after many excessive emails / telephone calls to PMHOA Management Company, the portion of the tree in my yard was finally removed.

This has been an ongoing issue, and for approximately the last ten (10) years, and my wife and I have been attempting to keep the area in the watershed clean, but the area is now to difficult to reach. The oversight of growth is unsightly and causes vermin to migrate to the surrounding properties, which is a hazard nonetheless. Notwithstanding the repeated attempts to request PMHOA Management Company to address the situation, it appears the only remedy is to make your office aware of the situation.

Desired Remedy: To have PMHOA clean the area directly behind my residence (377 Arbor Dr. W., Palm Harbor, FL 34683) and maintain the area so it does not harbor venomous and non-venomous vermin.
