Description

The house has broken windows on both the 1st and 2nd story. The first story is shattered, the second is perpetually open (been told it does not close). The smell of feces from the home is overpowering even on not extreme heat days. The owner/occupant has flies and excessive bug bites on him. Elderly man, concerned for his wellbeing.
