There is the footing (of a street light perhaps) perhaps with threaded bolts sticking upward. It appears that a "road cone" was placed on it as a safety precaution. But now the road cone is crumbling into pieces. Please remove the litter that is caused by the crumbled road cone. Also, you might want to install a new road cone, because the exposed light pole footing is perhaps a hazard to pedestrians using the side walk there, on the eastbound side of Pleasant Street.
