This open poorly maintained culvert in front of the house carries dirty rain/stormwater, street debris clogging the culvert has caused flooding and erosion resulting in material collapse damaging landscaping. What maintenance were performed, the dates and by whom?

Thank you for reporting your issue through SeeClickFix. By way of background, this stretch of road is Pinellas County's Right of Way. Pinellas County does perform regular maintenance on both the road and related sewage and drainage systems. I do know that they sweep it with some regularity, although not likely monthly as is the case with The Town of Belleair Rights of Way. I've ordered a sweeping of this stretch while our contract provider, The City of Largo, is out performing the sweep this week. The Town is not permitted by Pinellas County to perform regular maintenance on any of Pinellas County's infrastructure including the trail. 
Background notwithstanding, I've asked our public works folks to see if they can reach an agreement with the County to either perform maintenance on the same regular schedule as the town or to allow us to perform additional maintenance so that our residents are receiving equal levels of service. Additionally, I'll forward this request onto Pinellas Country so they can address the culvert issues. 
Finally, to complicate the matter further, the Country has engineered plans to provide drainage enhancements shortly and may be differing maintenance until that project begins. I will leave the issue open until I can provide some more definitive timelines. 

Thanks for ordering a street sweeping and I can assure you it’s been a long time! One of the reasons the culvert is in such bad shape. Definitely no culvert maintenance and certainly no insect precautions. Why isn’t Mehlenbacher sweep on a schedule like all streets in Belleair? Pinellas counties encompass where exactly? Where does Belleair’s legitimate boundary start? Belleair/County’s differing maintenance needs to consider heavy rains, debris, and increased traffic is unrelenting and doesn’t differ. All inconsistent maintenance does is force residents, to manual unclog culverts, jeopardizing health from exposure to stormwater trashes and debris. Unreliable maintenance of culverts/roads for a project we’ve heard about for 15 years is irrational. Thank you, Jim

Thank you, Tom. I’ve seen this or something similar. Was it canceled once before? Is this the new dates? Construction Start: September -November 2019 Construction End: September -November 2020 – When did Mehlenbacher become a county Right of Way and why? Also, my culvert problem is still a problem. All of the drainage culverts on the north side of Mehlenbacher Road will be addressed in an upcoming Pinellas County project. The project is anticipated to get started in the first half of 2021.
