Why does one tenant of all the tenants on the street get to park in this parking lot when everybody else has to park on the street including people with handicap stickers that don't have a specific place to park?

I think just about anything can be labeled as personal drama to someone unaffected by something. Not sure what the issue is here, but if it can be resolved or cleared up then I think it is a good thing.
I agree that there is a lack of handicap parking. I also think every household should have one parking spot somewhere on their street. Some places have that. It is crazy seeing about a dozen people crammed into a small apartment having 3 or 4 cars and someone with one car can't find a place to park. It seems especially crazy on streets that have numerous houses torn down or marked with X and there is still no parking.
