Last year the council allocated close to $900k in the budget for paving projects however the money was never spent as the city needed to get bids from contractors before the money could be spent. Since the city did not get the bids the contract for paving could not be awarded and the streets were not paved. The rumor is that there is a large amount of money that is going to be spent immediately before the election. Some of it is going to be spent on re-paving. Expect to see huge progress in the run up to the November elections.
