To get graffiti cleared from public-right-of ways, always speak with your Neighborhood Specialist at LCI. The general number is 203-946-7090. Please send a picture and the location of the graffiti to your Neighborhood Specialist whenever possible.
The City will not pay to remove graffiti from privately owned property. That goes through a completely different process, and it takes a while. The City annually spends $30,000.00 on graffiti removal. Unfortunately, no sooner do we clean it up before another graffiti artist thinks it's a clean canvass for their graffiti. It is a vicious cycle that the City loses time and time again. There are more graffiti artists then there is money to clean it up. The Police Department also has a dedicated Detective with whom we work with very closely. But, even if we know who the graffiti artist is, unless we catch them in the act or have a picture that ties them to the graffiti, we can do nothing. The penalties are stiff per graffiti piece, and we do prosecute. However, to get them to pay, let's say $9-15,000.00 takes a long time, even when the judges rule in our favor.
Some residents have argued that the City is wasting taxpayer money when it could do other, more worthwhile things with the $30,000.00. No matter what the City does, however, someone is always going to complain. We can't win.
Regarding the barrier at Olive and Grove Streets, I know the volunteer who regularly paints over the graffiti. (He even pays for the paint.) Unfortunately, it is now wintertime, and paint can not be used. I am positive the graffiti will be painted over when the weather permits. He is extremely dependable. We need more citizens like him. Our anti-graffiti contractors are small, and they can't be everywhere at once.
I would also recommend that you take pictures and list the locations of the graffiti you want to see removed. We often use these resident specified locations to set our priorities when the spring comes.
