It sounds like he wants trees trimmed, but unless they are leaning towards the road, or blocking a sidewalk, or the base of the tree is in the city leeway, then only the property owner can cut them.
If they are in the city leeway,then harold could even cut trim them slightly back from the edge of the road. If they are on the side of the road near power lines, then Georgia power has jurisdiction over the trees, just where it is too close to the powerline. Harold needs to include pictures and measurements of how far back off of the road the trees are under the correct government department. They have a tree trimming option or something like that on the list of the government departments. If I am not mistaken, Harold put in a different request recently under the wrong department. He needs to read the whole list before choosing a department.
