I've been watching the trees on Witherspoon Street for many years. I was studying Landscape Architecture when they were planted in the Seventies. They are Callery Pear, a very tough, and urban-conditions resistant tree.
When the tree in question was planted, red maple was chosen, despite it being out of keeping with the rest of the trees on the block. This isn't a particularly tough, urban-suited tree species, and died quickly. The soil wasn't any good, mostly just mineral substrate, and the arborist declined to put in good soil, and back-filled with the cheap and unsightly "Quarry blend" that is being put at the bases of trees, elsewhere.
If you are going to replant the places where the trees recently planted have died, I would suggest sticking with Callery Pear, but SPEND THE EXTRA MONEY to get a well-grown tree. If they are not well selected, you will get "v-forks," and these will split in ice storms, possibly wrecking cars parked underneath. Callery Pear has pretty white flowers, but some people don't like the smell, which has been called "doggy smell."

I will survey the area today. I will not be planting a Callery Pear. The cultivar you may be referring to is the 'Chanticleer'. The Chanticleer is less susceptible to breaking in storms however they are still considered invasive. I'm sorry but the cons out weigh the pros for pear trees.
I'll look into planting a hardy tree in that location for Spring 2020.
I will say that the fastigiate trees bordering the library are red maples and they seem to be doing fine.
