Hi Mr Molen,

Thank you for your email inquiry. I’ll try and address your inquires the best I can…

• I’m assuming that you are HOA president for only those two small condo buildings? Looking at that parcel, I see that there is an existing 25MPH sign directly in front of it, with an UNLESS OTHERWISE POSTED subplate sign (see pic below). We don’t post multiple redundant speed limit signs.
• I thought this area was going to get some new sidewalk installed along with a bridge replacement on Westwinds Dr. I’m not aware of the scope of work, so I’m copying others that should be better able to respond to the inquiry for sidewalk.
• The other graphic image below are the existing street lighting districts in the area. The lighting districts are shaded orange, and show a corresponding SLD number. The property owners in those lighting districts fund the street lighting via a non-ad valorem assessment on their taxes every year. As an HOA, you can deal directly with Duke energy and have them install a couple of street lights in front of your buildings. We don’t tax for street lighting, so we don’t provide it.
• I’m copying Sgt Bergstrom, with the PC Sheriff’s Office on this reply, so he is aware of your concerns. I’m sure he can schedule some directed patrols for your area.
• I will schedule the deployment of one of our SMARTrailers (Speed Monitoring Awareness Radar Trailer) to Westwinds Dr for a couple of weeks. We should be able to set it up directly in front of your buildings for westbound traffic. It would have to be moved to the other side of the road to face the eastbound traffic. Feel free to call anytime you’d like to have it back in the area. It’s usually scheduled 4 to 6 weeks out at any time.
• We have a Residential Traffic Management (RTM) program to help address speeding and cut through issues. It’s a multi-step program involving warrants being met and voter endorsement. I’ve attached a copy of the program for review. We no longer install speed humps, but please review the program packet and let me know if you have any questions.

Thanks for your response. Please let me know details about the new sidewalks and bridge as many people walk along her and would really like that.
If some street lights could be added along westwinds, that would be appreciated and helpful.
Extra patrol to slow down the many speeders would help as well.
The SMARTrailers would be a great idea as cars race through our part of neighborhood as a thorough fare to other main roads.

I'm not able to assign a SCF to multiple people to respond, it doesn't work that way. To get all the information and assistance you want, it can't happen thru SCF. You're going to have to contact those divisions/persons individually yourself. That's why I emailed you, and closed this issue after responding. Continuing to re-open it is not going to help.

For street lighting on Westwinds Dr please contact Duke Energy's customer service number at 727-443-2641. Make sure you tell them that you've spoken with the County and we directed you to them, otherwise they will try and send you back to us.
Let them know that you are an HOA and they will set up an account directly with you, if you don't have one already.

For directed patrols, I will assign this SCF to the Sheriff's Office so they can address that.

The SMARTrailer is scheduled to be deployed to Westwinds Dr for the week of 9/3/2019 and 9/9/2019.

I agree the people cutting through west winds to cardinal is out of control

The request was for directed patrols by the Sheriff's office for the speeding on Westwinds Dr

A speed study will be conducted to determine if a speeding issues exists.

A speed study was completed and validated a speeding issue exists. A Directed Patrol has been set up and enforcement will be conducted. PCSO Case SO20-57375 - Deputy Fallahee.
