Yesterday I walked by this dangerous situation. The broken cover says "ELECTRIC". So perhaps it should be handled by Duke Energy. Will the City of Raleigh contact them, or are we supposed to do that - after verifying that it is indeed Dukes? If we're supposed to verify that, does that mean we are supposed to take off the cover and inspect the contents?
