Description
The storm drain at the southeast corner of Chapel Street and Ella T. Grasso Blvd. is clogged. Sometimes water can get in through the grate, but sometimes the grate is blocked with trash and leaves. I tried to unclog the opening with a shovel but couldn't.

Hmm. I wonder whether this is the resposibility of engineering or DPW... In theory both departments are receiving SCF updates on this issue. Unfortunately govt officials have a tendancy of not noticing the link that allows them to alter and refine the search terms that filter what issues they are alerted of. As a consequence, they tend to get innundated with irrelevant SCF updates, which cause them to freak out and just ignore everything. It's kind of sad. I've been thinking about this inefficiency a lot lately...There must be some way around it. It's really in their best interest to hear about this clogged drain in a timely manner. Yet it would be such a pain for you or me to have to figure out the city's online 311.
I think Economics a name for this phenomenon where two parties fail to achieve what is in their rational
best interest. "imperfect information" or something...

NOT DPW. Storm drains are Engineering and they currently have a contractor to do this work.
Not sure who Jeff P is? I've always reported these to the City's Engineer who should be getting emails on these issues.
