Well, Joe, laws and ordinances are made for a reason. In this case, people don't want to have to be looking at your tipper barrel everyday. It's a simple task to bring the barrel in after it is emptied I.A.W. the ordinance. Leaving it in the roadway presents a motor vehicle hazard as well as an eye sore. I suppose someone could ask the question of why the barrel can't be brought in.
