We will film the drain line and see if there is a blockage that is restricting the flow.
Unfortunately the property sits at the bottom of the hill and with heavy rains, the water inundates the storm drain. A raised driveway apron was installed during the road project a few years back knowing that rain was an issue at this location.

There is a drain capacity problem, and the solution is to install an additional drain (or drains) at the entrance to the circle on Edinboro Street.
From the crest of the hill to the intersection with Church Street, Edinboro Street is about 25ft wide. Along the street, there are drains on both sides every 200ft. Thus, every drain is expected to support approximately 2,500 square feet of road surface, (calculated by (200x25)/2=2,500).
From the crest of the hill to the Circle at the end of Edinboro Street there is only a single drain that supports the Circle (diameter about 50ft), 500ft Edinboro Street and 150ft of the Edinboro Street extension. In total about 18,200 square feet of road surface, (calculated by ((((50/2)^2)*3.14) + (500*25) +(150*25)).
The single drain on Edinboro St circle has to support more than seven times the water flow of the other drains on Edinboro Street.
The simple answer is to install additional drain capacity by the crash barrier on the entrance to the Circle. (The street when viewed from the Circle to the crest of the hill has a right-to-left camber, therefore, water migrates to the crash barrier side of the road.)
