This malfunction was already reported and a repair order was issued. The change was not intended.
Hickory Ridge is the heavier path of traffic, and stopping it in favor of the cross street (Martin road and Poplar Glen apartments—or has the name changed since I lived there?) when there are no cars waiting there, is definitely a glitch.
If the apartments need a longer green after an actual car triggers the change, that would be a separate issue requiring reprogramming of the light. The current issue is likely a embedded road sensor damaged by the recent repaving project.
